Senator Richard B. Devine is the Chairman of the Board of Directors at the National Oil Company of Liberia. He is a Financial Manager, Public Administrator and politician with a combine experience of forty-one (41) years. He holds a Masters in Business Administration from the University of Dallas and a Bachelor in Business Administration from the University of Liberia. Senator Devine has a wealth of experience in Public Service as well as in the Private Sector. He served as the Chairman of the Board of Directors at the National Port Authority from January 2018 to October 2019 and was a Senator of Bomi county between 2006 and 2011. Whilst at the House of Senate, he served as Chairman of the Senate Ways & Means Committee and also served as Chairman of the Senate Lands, Mines and Energy Committee. Senator Devine also served as Deputy Managing Director for Fiscal Affairs at the Liberian Petroleum Refinery Company reporting to the Board of Directors. Senator Devine is also an established and successful businessman and has made a name for himself in the Real Estate Business.
